A practical guide for foreigners and new drone pilots in Norway – registration, categories, airspace rules, insurance, and privacy requirements explained in English.

How to fly legally, safely, and without shutting down an airport

Flying a drone in Norway is fairly straightforward — as long as you follow the rules. Most new drone pilots fall into what is called the open category, designed for low-risk operations (typically hobby, photography, simple commercial tasks).

Below you will find a practical starter guide that takes you from new drone owner to legal pilot, covering the key Norwegian requirements set by the Civil Aviation Authority of Norway (Luftfartstilsynet) and Avinor — plus a note on privacy.


1. Choose the right category: open vs. specific

The open category covers most common drone flights. A set of baseline rules always applies:

  • You fly within visual line of sight (VLOS)
  • You stay below 120 m (measured from the closest point on the ground)
  • You do not fly over crowds
  • You must not drop objects or carry dangerous goods

If your operation falls outside these boundaries (higher risk, advanced missions, or anything that does not fit the open category), you need to move to the specific category and follow the application or declaration process. The Civil Aviation Authority (Luftfartstilsynet) describes four routes: PDRA, SORA, LUC, and STS.


2. Find your subcategory in the open category: A1, A2, or A3

The open category has three subcategories. They mainly govern how close to people and where you fly. The Civil Aviation Authority provides a full overview.

A1 — Light and careful

Small drones, close to people — but never over crowds.

  • You must avoid flying over uninvolved persons, and you can never fly over crowds.
  • Typically for C0/C1-marked drones and some very light drones (including those under 250 g — depending on type/markings).
  • Most pilots need an A1/A3 online course and exam via flydrone.no.

A2 — Close to people, with clear distances

More requirements, more responsibility.

  • Minimum 30 m horizontal distance from uninvolved persons (may be reduced to 5 m in low-speed mode where applicable).
  • The 1:1 rule applies: horizontal distance from uninvolved persons cannot be less than the altitude you are flying at (flying at 50 m height means at least 50 m horizontal distance).
  • Requires additional competence: A1/A3 + A2 course, and the A2 exam is taken at a traffic station.

A3 — Far from people and built-up areas

Larger drones, larger margins.

  • At least 150 m from residential, commercial, industrial, or recreational areas, and no uninvolved persons in the flight area.
  • Often relevant for larger drones (C2/C3/C4) — and also for drones without a class marking under certain conditions.
  • Usually requires an A1/A3 competency certificate.

3. Registration: almost everyone needs to do this

In Norway, most drone owners must register as an operator on flydrone.no. The exception is narrow in practice: drones under 250 g without a camera, or CE-marked toys. Read more about the registration requirements at Luftfartstilsynet.

When you register, you receive an operator number. Your drone must be labeled with this number (note: the last characters of the number should not be included on the label).

Tip for foreigners: flydrone.no is Norway's official portal for drone registration and training. It supports EU/EEA registrations. If you are already registered as a drone operator in another EU/EEA country, your competency certificate and registration are generally valid in Norway under the EASA framework.

4. Insurance: yes, it is actually required

The Civil Aviation Authority states that for flights in the open or specific category you must carry third-party liability insurance covering at least 0.75 million SDR, with exceptions for CE-marked toys and drones under 250 g used in the open category.

Practical tip: When you register on flydrone.no as a private individual, you will be asked to provide an insurance number — you can also fill it in later.


5. Training and exams: the quick, legal route

  • To fly legally in A1/A3, take the online course and exam via flydrone.no. Your competency certificate will be available on "My Page" after passing.
  • To fly in A2, you must additionally pass the A2 exam at a traffic station (Statens vegvesen).

6. Where can you fly? Airspace is a puzzle

Before takeoff: always check restrictions. Avinor's drone map is the best starting point.

Airports and the 5 km rule

You are not allowed to fly closer than 5 km from an airport without permission from air traffic control (the tower). Avinor has a drone map showing the zones and contact information for each tower.

Ninox Drone and Avidrone

Many airports use an app-based solution for requesting permission. Avinor has stated that Avidrone was planned as a replacement but has been paused and taken down for now — Ninox Drone is still used "for the time being."

Other restricted areas

The Civil Aviation Authority also points to:

  • Ongoing emergency/rescue operations
  • Restricted areas (permanent or temporary via maps and NOTAM)
  • Certain nature reserves
  • Prisons, embassies, military areas
  • Dedicated maps for sensor restrictions

Important: You also need permission from the landowner where you take off and land.


7. Altitude, night flying, and details that actually matter

120 meters: In the open category the ceiling is 120 m from the closest point on the ground (not just directly below you). Night flying: You may fly at night as long as you maintain VLOS. You must use a green flashing light on the drone.


8. Privacy: camera + airspace = responsibility on the ground

The Norwegian Data Protection Authority (Datatilsynet) (page in Norwegian) is clear that there is no separate "drone paragraph" in the Personal Data Act. Filming or photography that can identify individuals falls under the standard privacy rules. Their practical advice starts with minimizing collection of identifiable information.

A simple rule of thumb: Record what you need, not what is possible.


9. When do you need the specific category?

If the operation cannot be conducted in the open category (e.g. higher risk, or operations requiring approval), you must use paths like PDRA/SORA/LUC/STS. Read more about the specific category at Luftfartstilsynet.

STS (Standard Scenarios) is one of the shortcuts for defined types of operations. The Civil Aviation Authority describes requirements including practical training/evidence and an STS exam at a traffic station, with two published standard scenarios: STS-01 and STS-02.


10. Pre-flight checklist

This checklist will save you from the most common beginner mistakes:

  • Do you have the right category/subcategory (A1/A2/A3) for the location and your drone?
  • Are you registered, and is the operator number labeled on your drone?
  • Do you have third-party liability insurance (unless you fall under the exceptions)?
  • Have you checked the airspace (Avinor drone map / Ninox) and any local restrictions?
  • Are you well clear of emergency operations and other no-fly zones?
  • Are you staying within 120 m and VLOS — and do you have a green flashing light if flying at night?
  • Do you have a privacy plan (avoid unnecessary filming of people)?
